Study visit of a delegation from Belarus
For two days the President of the Personal Data Protection Office hosted a high level delegation from the National Centre of Legislation and Legal Research of the Republic of Belarus, the House of Representatives of the National Assembly of the Republic of Belarus, the Operational and Analytical Centre under the President of the Republic of Belarus, the National Statistical Committee of the Republic of Belarus and the Ministry of Communications and Informatization of the Republic of Belarus.
This event took place as part of the "Enhancing Data Protection in the Republic of Belarus” programme implemented by the Council of Europe, in connection with the work of the National Legislation and Legal Research Centre of the Republic of Belarus on the draft law on the personal data protection and the framework for the functioning of the future supervisory authority in this country.
- Your visit is a clear signal that the Republic of Belarus is very interested in the personal data protection issues. I am also pleased that you have chosen our supervisory authority to draw on our experience in creating legal outlines. We are proud to have over 20 years of existence in Poland of a body protecting the rights of citizens and the protection of their personal data - said Mirosław Sanek, Deputy President of the Personal Data Protection Office welcoming delegates from Belarus.
Representatives of the Personal Data Protection Office familiarized the Belarusian delegation with the functioning of the Polish SA and the principles arising from the General Data Protection Regulation (GDPR). They also presented the role of data protection officers and their tasks.
- We wants this visit to be a constructive support for you, we know how difficult this task is. The Polish authority is still using the experience of other supervisory authorities in the European Union and is trying to transfer good practices to Polish soil while maintaining the separation of the legal order - said Mirosław Sanek.
Valery Haiduchonak, the head of the Belarusian delegation, pointed out that the Republic of Belarus is currently intensifying legislative work on the draft law on the personal data protection in accordance with the recommendations of the Council of Europe. He emphasized that the creation and functioning of a supervisory authority is a very important issue in the field of personal data protection. Therefore, the Polish SA's experience is valuable.
- We are interested in issues regarding the personal data protection law, but also in balanced right to information. Activities related to the personal data protection, which begins to affect the freedom of business operations are also important - said Velery Haiduchonak.
The two-day study visit of the Belarussian delegation to Poland was a continuation of the visit in Strasbourg in May this year. During that event, the Belarusian delegation had the opportunity to learn more about Convention 108 and the international data protection standards, the European Court of Human Rights’ case law and procedures for accession to the treaty.
As Mirosław Sanek emphasized, cooperation with the Council of Europe is very important for the Polish Supervisory Authority. Therefore, experts take part in projects directed to Eastern Partnership countries. The meeting with a high level delegation from Belarusian institutions was not the first event of such type. In previous years, Polish DPA supported Ukraine, Armenia and Georgia.
